Connecticut's Criminal Justice Information System (CJIS) is a statewide initiative designed to improve communication, data sharing, and operational efficiency across agencies with criminal justice responsibilities. Through ongoing Criminal Justice Information System (CISS) initiatives, CJIS is expanding electronic workflows that enable municipal police departments to submit arrest and summons packages, bond forms, and related documentation electronically.
These initiatives reduce manual paperwork, enhance efficiency, and strengthen collaboration across Connecticut's criminal justice ecosystem.
To support this modernization effort, CJIS seeks a Senior Business Analyst to provide training, onboarding, and change management support to municipal police departments and other criminal justice partners. This role requires direct engagement with law enforcement personnel, IT staff, and system vendors through both onsite and remote support.
Scope of Work
The CJIS CISS Electronic Workflow Analyst (Training & Onboarding Support) position was established to address critical needs identified during the onboarding of municipal police departments and criminal justice partners to the CISS Electronic Workflow.
This role is responsible for coordinating, communicating, and delivering training to law enforcement agencies statewide to ensure successful adoption of the electronic workflow.
Key Responsibilities
Training & Certification
Deliver training for CISS electronic workflow users
Provide in-person, remote, and hybrid training aligned with CJIS training standards
Support "train-the-trainer" initiatives to promote long-term sustainability within departments
Onboarding & Change Management
Partner with municipal police departments to prepare, connect, and certify agencies for CISS electronic workflow adoption
Facilitate kickoff meetings and onboarding sessions across designated Geographical Areas (GAs)
Conduct User Impact Assessments (UIA), Rehearsal of Concept (ROC) drills, and role-mapping activities to ensure readiness prior to go-live
Business Analysis
Guide departments in updating local workflows to align with statewide electronic workflow standards
Stakeholder Engagement
Serve as a liaison between CJIS, DESPP, the Connecticut Police Chiefs Association, and other stakeholders
Capture, document, and escalate agency feedback to improve system functionality and training materials
System Integration & Support
Work directly with RMS vendors (e.g., NexGen, Accucom IMC, Inform, ProPhoenix) to ensure departments are workflow-ready
Support rollout of additional CISS enhancements, including Clean Slate processing, Early Arrest Notifications, and MVP functionality
Collaborate with CJIS staff on system demonstrations, pilot programs, and new feature adoption
Reporting
Prepare and submit weekly status reports detailing activities, progress, issues, risks, and recommendations to CJIS leadership
Top Skills & Years of Experience
Required Skills and Experience
Experience in public safety or criminal justice environments; law enforcement experience strongly preferred
Strong understanding of law enforcement workflows, Records Management Systems (RMS), and CJIS applications
Knowledge of CISS electronic workflow components, including arrest packages, bond forms, Clean Slate, and MVP
Proven expertise in training delivery, facilitation, and technical communication within law enforcement environments
Proficiency with MS Word, PowerPoint, Excel, Visio, Adobe Acrobat, and remote training platforms
Ability to work independently and collaboratively while managing multiple priorities and deadlines
Flexibility to support occasional onsite training, including evenings and weekends
Valid driver's license with ability to travel statewide to municipal police departments
